Jim Kneeland is an experienced and proven Senior Executive and CIO.
Over the last twenty-five years, he has established himself as a leader, innovator,
mentor and trouble-shooter in the rapidly changing world of IT and project
management. He has repeatedly turned around failing systems, projects, and
organizations adroitly using his IT, project management, and customer skills.
Jim recently completed the design and implementation of a Project Management
Office (PMO) and a Strategic Project Office (SPO) for the State of Florida.
This entailed defining project methodology and installing a governance committee,
effectively reducing project volume from 319 to 190 projects, and 36 grants

Governance. Some of Jim's other career successes include:
Designed and managed the implementation of a Medicare-A system that HCFA recommended as the national standard. System was sold to several states.
As Managing Director for an international money manager, completely reengineered the back office reducing infrastructure headcount by 40% while business grew by 300%. See white paper "Reengineering a Financial Management Back Office".
In 2007, successfully managed the implementation of what was considered the largest facial recognition database in the world capable of a 1 to n search of 52 million facial images in less than 3 seconds. See attached white paper, "Facial Recognition".
Successfully designed and built a major biometric access control system covering all deep water ports for the State of Florida. Worked hand-in-hand with Homeland Security to help them develop and implement the TWIC biometric credential.
Bidding on and winning a contract for the implementation of a multi-state cooperative e-Procurement system. Jim rapidly installed the system defining Massachusetts as a national leader in e-Procurement solutions. See white paper, "E-Mall, Lessons Learned".
As Senior VP and COO, successfully managed the design and implementation of one of the largest back-office transfer agencies in the world. The organization was subsequently bought out by Mellon bank and Jim was appointed the CIO for financial services
Managed over 1 billion in IT procurements and plans for the public sector as the Director of the Massachusetts State IT Procurement Office responsible for all IT procurements and IT Strategic plans.
Member of the Massachusetts Governor's Council on Information Technology
and a member of the State Performance Improvement Committee.
Founding and serving on the Board of Directors for a successful cooperative
lease car endeavor for Rental Car Agencies (e.g. Avis, Hertz, etc.).
As CIO, reengineered the Registry of Motor Vehicles with state-of-the art IT solutions increasing both customer satisfaction and mission completion.
A member of Mensa, Jim has an MBA in both Finance and Marketing from Northeastern University. He holds a BA in Economics and Psychology from the University of Massachusetts, completing both degrees in three years. He is trained as a Systems Engineer by Electronic Data Systems (EDS). He is a certified Webmaster, a Certified Project Management Professional (PMP) from the Project Management Institute (PMI), a certified and warranted Federal Contract Officer, a certified HIPAA professional (CHP) and a certified Ship and Port Security Officer (certified when installing biometrics in Florida ports for Homeland Security). As a Senior Instructor, Jim taught IT at Northeastern University for over 20 years and has attended dozens of executive management and systems courses.
